GERALD D. LORGE. D.O.B. 07-09-22, Defendant.

CRIMINAL CHARGE

AFFIDAVIT IN SUPPORT OF CRIMINAL COMPLAINT

RICHARD P. NEEBEL, being first duly sworn on oath, complains as follows: Your affiant states that he is an investigator with the Winnebago County District Attorney’s Office and in that capacity has knowledge of the following.

Your affiant is informed from the reports of the Oshkosh Police Department kept in the normal and ordinary course of business in which your affiant believes to be truthful and reliable and have proven so on numerous occasions in the past that on August 2, 2000, sometime after 10:00 p.m., City of Oshkosh Police officers were conducting an investigation at the Supreme Video adult video store, located at 945 N Washburn Street, in the City of Oshkosh, Winnebago County, Wisconsin.

Officer P. Frey of the Oshkosh Police Department reported that the Supreme Video adult video store has a back area with individual booths where customers can buy tokens and watch pornographic movies. Officer Frey stated that he went into a corner booth in the back area and completely shut the door behind him. Officer Frey stated that he then put a token into the machine to activate a movie. A few seconds later, the door to his booth was opened from the outside and a male individual identified as GERALD D. LORGE, D.O.B. 07-09-22, (age 78), entered the booth. Gerald D. Lorge entered the booth and shut the door behind him. Lorge then asked Officer Frey if he wanted some tokens to use in the video machine. Lorge then pulled several tokens from his pocket and inserted them into the video machine. Lorge asked Officer Frey what kind of movies he liked and then Lorge unzipped the zipper on his pants and pulled one of his testicles out so that it was completely exposed. Lorge then began massaging his testicle as he talked with Officer Frey Lorge asked Officer Frey what he liked to do. Lorge then asked Officer Frey if he liked to “munch” on people. Lorge then told Officer Frey to “munch” on him and “lick it” or “kiss it.” Officer Frey stated that the comments from Lorge were in reference to his testicle which was still exposed and which Lorge was massaging. Lorge then told Officer Frey that he had the “biggest balls in the State of Wisconsin.” Officer Frey told Lorge: that he could see that, as the exposed testicle was approximately the size of a softball. Lorge then told Officer Frey to “lick” or “kiss” or “munch” on his testicle. Officer Frey eventually informed Gerald D. Lorge that he was under arrest for lewd and lascivious behavior. Lorge then told Officer Frey that he had been a State Senator for 30 years and that this would ruin him. He repeatedly begged Officer Frey not to do this and kept saying over and over again, “Please don’t do this.”

It is believed the report of Officer P. Frey is accurate and reliable and is based upon his personal observations and experiences.

It is also believed that the statements of Gerald D. Lorge are accurate and reliable and are made contrary to his penal interests.

All of the above incidents occurred in the City of Oshkosh, Winnebago County, Wisconsin.

WHEREFORE, as said affiant verily believes and prays that the said GERALD D. LORGE might be arrested and dealt with according to law.
